Jacob Adams serves as Vice Chairman of the Self Reliance Empowerment Foundation (SREF), bringing more than 20 years of leadership in international government policy, global relations, and cross-sector development. His experience spans state, national, and international legislative affairs, including engagement with the U.S. Senate Committee on Health, Education, Labor and Pensions, the U.S. Department of Education, the National Bureau of Economic Research, the World Bank, the United Nations, and the World Health Organization.

Jacob’s expertise includes international refugee and education policy, interfaith and multi-sector advisory initiatives, and institution- and system-level strategic, scenario, and simulation planning. He has led and supported initiatives across clean water and infrastructure development, education, economic development, agriculture, early childhood nutrition, maternal health clinics, and sex trafficking prevention. His technical competencies include randomized control trials, dual transformation strategies, behavioral economics, artificial intelligence and analytics strategy, and rigorous cost-benefit and return-on-investment analysis. He has also played a key role in securing and managing multi-million-dollar grants, legislative financing, fundraising initiatives, and corporate partnerships.

Throughout his career, Jacob has served as a consultant to international strategy councils in India, the United Kingdom, Mexico, Pakistan, and the Middle East; city councils across the United States; refugee organizations in Nepal; and workforce development initiatives focused on English as a Second Language and technical and vocational education in China. His advisory work further extends to regional economic development, public health organizations, and ministries of education across Africa, Asia, and Latin America, including Nigeria, Ghana, Kenya, Tanzania, Zimbabwe, Uganda, the Philippines, Indonesia, and Paraguay.

An accomplished educator, Jacob has taught university and community courses in social entrepreneurship, sociology of developing countries, comparative international development education, TESOL, culture and diversity, educational psychology and human development, suicide prevention policy analysis, sex trafficking prevention curriculum development, religion, and trauma-informed growth. As Vice Chairman of SREF, he supports board governance and strategic direction while advancing the Foundation’s mission to promote education, self-reliance, and sustainable development for underserved communities worldwide.
